Cyprus offers several routes to residency — Permanent Residency by investment, Category F independent means, the Digital Nomad visa, and EU heritage citizenship. Each has different requirements, timelines, and consequences. Choosing the wrong one costs time, money, and sometimes the opportunity entirely.

The Context
The pathway determines everything that follows. It must be right from the start.

We have been instructed by clients who had already applied for the wrong residency category — applying under Category F when they clearly qualified for Permanent Residency by investment, or applying for a Digital Nomad visa when a Permanent Residency permit was both achievable and more appropriate for their long-term objectives.

The Cyprus immigration framework is not complex — but it requires specific knowledge of the eligibility criteria, the documentation requirements, and the practical processing timeline for each category. An adviser who knows only one pathway will recommend the one they know, regardless of whether it is the right one.

Permanent Residency by Investment
The most widely used pathway for international investors. A minimum investment of €300,000 in qualifying Cyprus real estate — new construction from a licensed developer — grants a lifetime Permanent Residency permit. No continuous residence requirement. The permit extends to a spouse and dependent children. It does not lead automatically to citizenship but is entirely separate from the Cyprus Investment Programme which closed in 2020.

Category F — Independent Means
For individuals who have a secured, regular income from abroad — pensions, investment income, or employment outside Cyprus — and wish to reside in Cyprus without a qualifying investment. The income threshold is modest but the application requires evidence of a stable and sufficient income stream. Unlike the Permanent Residency by investment permit, Category F requires periodic renewal.

Digital Nomad Visa
A temporary residence permit for non-EU nationals working remotely for employers or clients outside Cyprus. Valid for one year, renewable for a further two. Does not require a property purchase. Appropriate for individuals who want to live in Cyprus on a trial basis before committing to a longer-term arrangement. Does not by itself lead to permanent residency.

EU Heritage Citizenship
For individuals with a parent or grandparent who was a Cyprus citizen — or who was born in Cyprus before 1960 — there may be a pathway to Cyprus citizenship by descent. The eligibility criteria are specific and the documentation requirements are demanding, but the outcome — full EU citizenship — is the most valuable immigration status Cyprus can offer. We assess heritage citizenship eligibility as part of every residency consultation.

Tax Residency Integration
Residency and tax residency are legally distinct in Cyprus. You can be a Cyprus tax resident without having a Cyprus residency permit — and vice versa. We advise on how each residency pathway interacts with the Cyprus 60-day rule and Non-Domicile regime, so the pathway recommendation integrates with your broader tax planning objectives.

Family & Dependants
The Permanent Residency by investment permit covers a spouse and dependent children under 18. Adult children and dependent parents require separate applications. We advise on the options for each family member and plan the applications in the most efficient sequence.
